Łukasz Balwicki, MD, PhD, public health specialist, university professor at the Medical University of Gdańsk, head of the Department of Public Health and Social Medicine at the Medical University of Gdańsk. He has served as the national consultant in the field of public health since 2024. Prof. Balwicki is the head of the Department of Public Health and Social Medicine at the Medical University of Gdańsk; Faculty of Health Sciences with the Nursing Department and the Institute of Maritime and Tropical Medicine; Department of Social Medicine. Additionally, he gives lectures on public health at medical faculties, and he is an academic tutor. He also is the head of the University Smoking Cessation Clinic. Prof. Balwicki cooperates as an expert with WHO and the European Observatory on Health Systems and Policies and the National Institute of Public Health – National Institute of Hygiene. He is an author of many scientific publications in the field of tobacco control, including epidemiological aspects of using e-cigarettes among adolescents and the anti-tobacco law. Additionally, he authored practical guides in the field of help for people with tobacco dependency He coordinated many programmes and anti-tobacco campaigns implemented in cooperation with employers, local governments, and institutions of governmental administration. He is the author and leader of anti-tobacco policy programmes financed with Bloomberg Initiative grants conducted in coordination with the WHO and Campaign for Tobacco-Free Kids. top

WHO Representative to Poland and Special Envoy for Ukraine Emergency Response in refugee-hosting countries in Europe.

Dr Nino Berdzuli is a physician and public health specialist with more than 18 years of wide-ranging experience in public health and health sector reforms developed through a variety of roles in the international public health consulting companies, high level government position and the World Health Organization. She is a trained Obstetrician/Gynecologist. Prior to her position as Representative of the WHO to Poland and Special Envoy for Ukraine Emergency Response, Dr Berdzuli served as a Director of the Country Health Programs in Copenhagen, leading and managing WHO Regional Office for Europe largest division of Health Programs, providing strategic leadership for communicable and non-communicable diseases, fostering innovations, partnerships and enriching the evidence base for policy design and interventions, and working with countries to strengthen governance and capacities for implementation. From 2015 to 2018, Dr Berdzuli held the position of Deputy Minister of Labor, Health and Social Affairs in Georgia, where she led development and implementation of government strategies for strengthening and implementing Universal Health Care program, e-health strategy, e-prescription system, hospital sector re-organization, and steering legislative changes, including innovative tobacco legislation. In recognition of the work, the Ministry of Labor, Health, and Social Affairs of Georgia awarded Dr Berdzuli with the medal for outstanding contribution to the Ministry`s work. Prior to holding a senior government position, Dr Berdzuli worked in international development in Washington, DC, managing USA-government funded programs and providing technical guidance and oversight to health programs in Eastern Europe, Middle East, South-East Asia and Africa. Dr Berdzuli holds Doctor of Philosophy (PhD) from the Institute of Clinical Medicine at University of Oslo (Norway), Master of Public Health from Rollins School of Public Health at Emory University (USA), and Medical Doctor degree with specialty in Obstetrics & Gynecology from Tbilisi State Medical University (Georgia). top

Aleksandra Gac, PhD in health sciences, is a specialist in the field of public health and management. Since 2019, she has been acting as the head of Health Policy Unit at the Marshal’s Office of the Pomorskie Voivodeship where she is responsible for creating strategic documents in the area of health, implementing the mental health protection system reform, as well as implementing tasks on the basis of health policy programmes and cooperating with NGOs and local governments. She has been a member of the Pomorskie Mental Health Team since 2019. In 2014, she started cooperating with the Health Sciences Department of the Institute of Maritime and Tropical Medicine at the Medical University of Gdańsk where she i.a. holds classes. Paweł Grzesiowski – Chief Sanitary Inspector. Graduate of the Medical Faculty of the Medical University of Warsaw, Medical Doctor, paediatric specialist, expert in infection prevention. In the years 1989-1998, he worked as an assistant and then as an assistant professor at the Children’s Clinical Hospital in Warsaw, and then as the head of the Department of Infection Prevention and Hospital Infection Prevention at the National Medicines Institute in Warsaw. He has been working as a university professor since 2001, at, among others, the Department of Public Health of the Medical University of Warsaw, at the Postgraduate Course of Medical Law of the University of Warsaw and the Cardinal Stefan Wyszyński University. Moreover, he cooperates with the National Centre for Quality Assessment in Healthcare. He authored or coauthored over 250 scientific publications in national and foreign medical journals on immunology, preventive vaccinations, prophylaxis, infection therapy and control, as well as on hospital infections. Additionally, he popularises medical knowledge and received a “Great Educator” award of the Journalist for Health Association (Stowarzyszenie Dziennikarzy dla Zdrowia). top
Tomasz Grodzicki

Prof. dr hab. Tomasz Grodzicki is a specialist in internal medicine, geriatrics, and hypertensiology; a graduate of the European Academy for Medicine of Ageing and holds the title of European Specialist on Hypertension. Currently, he serves as Deputy Dean of 5th Faculty of the Polish Academy of Sciences and as regional consultant for internal medicine. He is a corresponding member of the Polish Academy of Sciences and the Polish Academy of Arts and Sciences and the French Academy of Medicine (Academie Nationale de Medecine), numerous Polish and international scientific societies and an honorary member of the Polish Society of Hypertension and the Polish Society for Rheumatology. Moreover, he is the Head of the Department of Internal Medicine and Gerontology at the Faculty of Medicine of the Jagiellonian University – Medical College and Head of the Department of Internal Medicine at the University Hospital in Cracow. He has received a number of awards including, among others, award of the Polish Society of Hypertension, the Tadeusz Browicz Prize, the J. Śniadecki Team Award of the Polish Academy of Sciences, the Jagiellonian University medal – "Plus ratio quam vis", the Golden Cross of Merit for supporting Universities of the Third Age, the Prof. Andrzej Steciwko Award, and in 2019 the title of Doctor Honoris Causa of the Medical University of Wroclaw. Professor T. Grodzicki's scientific activities focus on hypertension and geriatrics. He is the co-author of approximately 200 publications in the fields of hypertension, geriatrics and cardiology, including several textbooks. Furthermore, he was one of the initiators of epidemiological research on the health status of the elderly, as well as on issues of neglect and self-neglect among the elderly. In the international projects SPRINTT and FRAILTOOLS, his focus was on the frailty syndrome. He co-edited national and international guidelines on the treatment of hypertension, palliative care in heart failure, kidney failure in older adults, as well as the recommendations of Science Advice for Policy by European Academies (SAPEA) within the framework of the European Commission. He was the organiser of the European Conference on Rare Diseases 2010 in Cracow and a co-founder of the Centre for Rare Diseases at the University Hospital in Cracow. top

Pharmaceutical market expert: Doctor of Pharmacy, retail pharmacy specialist, head of a pharmacy, manager, trainer, academic lecturer, supervisor of the retail pharmacy specialisation. He defended his PhD thesis in 2011 at the Medical University of Silesia. Dr Mikołaj Konstanty is also the author of scientific and popular scientific publications on phytotherapeutics. He has been the co-creator of Aptekarska Grupa Wsparcia Radix (Pharmacy Support Group) since 2014. In January 2016, he became a member of the Superior Pharmaceutical Council (NRA) at the Polish Pharmaceutical Chamber. He has been an active member of the Polish delegation at PGEU (Pharmaceutical Group of the European Union) in Brussels since 2017. Between 2019 and 2023, he acted as the President of the 8th term of the Silesian District Pharmaceutical Chamber. In March 2023, the NRA appointed him as the Coordinator of the Foreign Affairs Committee of the Polish Pharmaceutical Chamber, and in June 2023, he was elected Chairman of the Silesian Forum of Self-Governments of Public Trust Professions in Katowice. He is a Member of the Scientific Council of the National Program for Infectious Diseases Prevention in Poland. In January 2024, he was elected Vice-President of the 9th term of the NRA Currently, Dr Mikołaj Konstanty serves as the coordinator of the NRA’s commission on pharmaceutical care, foreign affairs, and economic activity. In June 2025, he was elected President of the PGEU for the year 2026. top

Vice President of the Agency for Health Technology Assessment and Tariff System. Recently, Anna Kowalczuk worked in AstraZeneca as a Public and Government Affairs Manager. In the years 2017-2022, she was the Managing Director of the National Medicines Institute. Anna Kowalczuk is a manager with nearly 20 years of experience in the pharmaceutical field, in particular public-private partnerships, pharmaceutical R&D, marketing authorisation, and quality control of medicinal products and medical devices. In the years 2015-2017, she was the head of the Polish Official Medicines Control Laboratory (OMCL). In the years 2021-2022, Anna Kowalczuk was a member of the Committee for Medicinal Products by the President of the Office for Registration of Medicinal Products, Medical Devices and Biocidal Products and a Member of the API Team by the Ministry of Development, Labour and Technology. In the years 2017-2019, she was a European Pharmacopoeia Commission expert, Herbal drugs and Herbal Drug Products. Additionally, she was a member of advisory groups of the European Directorate for the Quality of Medicines & HealthCare in Strasburg (EDQM): EDQM Advisory Group CAP (2016-2018) and EDQM Communication Working Group (2016-2018). She authored numerous scientific articles in national and foreign journals, and gave lectures at conferences and postgraduate courses addressed to pharmacists. She has been a Member of the Scientific Council of the National Institute of Geriatrics, Rheumatology and Rehabilitation since 2019, and of the Scientific Council of the Institute of Physiology and Pathology of Hearing since 2021. She is a lead researcher and author of postgraduate studies: “Pharmacy in business” (Medical University of Warsaw) and “Management and commercialisation of life science projects” (University of Warsaw). She is a graduate of the Faculty of Pharmacy at the Medical University of Warsaw, and holds a PhD in medical and health sciences. She has managed numerous health projects while focusing on improving access to medical care and on implementing innovative solutions in challenging conditions. Joanna is a nurse by profession, she also holds a title of Master of Bioethics. Her passion is advocating for the most vulnerable societies and advocating for system-wide changes in healthcare while promoting justice and solidarity. Tatiana Makarevich is a Public Health Support Officer at the WHO Country Office for Poland, specializing in infectious diseases and health sector coordination within the Refugee Response Plan. She holds a Master’s Degree in Business Administration and Management and has over 15 years of experience in international public health projects and programs, including roles at UNDP, UNICEF, UNAIDS, and WHO. Tatiana has worked across multiple countries in the WHO European Region, with a particular focus on post-Soviet states. top

Wojciech Miazga holds a PhD in health sciences and graduated from the Faculty of Pharmacy at the Medical University of Warsaw, as well as from postgraduate studies “Medical Business Management” at the SGH Warsaw School of Economics in Warsaw. Chief specialist at the Health Policy Programme Department at the Agency for Health Technology Assessment and Tariff System (AOTMiT). He has been involved in the assessment of health policy programmes since 2018, and currently acts as the coordinator of the team preparing HTA analytical reports which constitute the basis for the President of AOTMiT's Recommendations pursuant to Article 48aa of the Act on health care services financed from public funds. top

François Meyer

François Meyer is a Special Advisor on Health Technology Assessment (HTA). He holds an MD in Internal Medicine and Endocrinology from the University of Montpellier, practiced at teaching hospitals there for years, and later worked at a prominent pharmaceutical company. François held high-level positions at the French National Authority for Health (HAS). He joined the management team of HAS in 2005, leading the setup of the HTA Division across key areas like pharmaceuticals, medical devices, interventional and diagnostic procedures, and public health programs. He then focused on international cooperation. He served on the HTAi Board for two terms and played a leading role in EUnetHTA activities. He also coordinated the EU-funded SEED project on Scientific Consultations and Post Launch Evidence Generation by 14 HTA bodies in cooperation with the EMA. Before joining HAS, François held management roles at the French Medicines Agency (now ANSM). top

Marta Musidłowska

Graduate of the Faculty of Law and Administration at the University of Warsaw, specializing in digital policies within European Union law. Analyst of Polish, EU and US regulations related to new technologies, primarily data governance in various sectors (mainly healthcare). She has gained practical experience in Polish and international law firms, as well as in policymaking in the United Nations and Polish public administration initiatives. At the end of July, she finished traineeship at DG SANTE in the European Commission, where she supported work on the European Health Data Space. Currently she is a legal researcher in the Center of IT and IP Law in the KU Leuven, where she works on a Data Spaces Support Centre project. She is also a journalist writing texts on new technologies, as well as digital & energy policy in the CEE region. top

Specjalista chorób wewnętrznych, anestezjolog, profesor nauk medycznych, nauczyciel akademicki Uniwersytetu Jagiellońskiego i urzędnik państwowy, były wiceminister zdrowia. Ukończył studia na Wydziale Lekarskim Akademii Medycznej w Krakowie, gdzie był zatrudniony w latach 1976–1989. W 1991 uzyskał habilitację na Wydziale Lekarskim Akademii Medycznej im. Mikołaja Kopernika w Krakowie. W latach 1989–1994 był dyrektorem departamentu nauki w Ministerstwie Zdrowia i Opieki Społecznej, następnie zaś do 2001 stał na czele Centrum Monitorowania Jakości w Ochronie Zdrowia. W 1994 rozpoczął pracę w Collegium Medicum UJ. Pełnił funkcję podsekretarza stanu w resorcie zdrowia, odpowiedzialnego za ratownictwo medyczne i kształcenie podyplomowe. Z jego inicjatywy powstała Agencja Oceny Technologii Medycznych, był kandydatem na jej szefa. W 2008 został szefem Wojewódzkiej Stacji Sanitarno-Epidemiologicznej w Krakowie, a zarazem Małopolskim Państwowym Wojewódzkim Inspektorem Sanitarnym. Były pracownik kliniki prof. Andrzeja Szczeklika oraz kierownik Zakładu Angiologii II Katedry Chorób Wewnętrznych UJ. Andrés Pichón Riviere

Andrés Pichon-Riviere is the Managing Director and Director of the Health Technology Assessment (HTA) and Economic Evaluations Department of the Institute for Clinical Effectiveness and Health Policy (IECS) and Director of the WHO/PAHO collaborating center in HTA. The IECS is an independent academic institution devoted to research, education and technical cooperation with the main goal of improving efficiency, equity, and quality of health care systems and policies. He is also Full Professor of Public Health at the University of Buenos Aires. He has conducted several training, research, and implementation projects in cooperation with government agencies, and academic and private institutions in Latin America, Africa and Asia. In 2008, he was awarded the Global Health Leadership Award from the Global Health Research Initiative in recognition of his career in public health in Latin America. His recent work has involved the development of priority-setting mechanisms and health benefits packages and establishing and training health technology assessment agencies in developing countries. His most recent research has focused on the cost-effectiveness of vaccines, public health interventions, and oncologic drugs; cost-effectiveness and budget impact thresholds, and the analysis of the health and economic impact of public policies in the area of chronic diseases. top

She has been working at the Cracow City Hall for 20 years, since 1999. She graduated from the Nursing Institute at the Faculty of Healthcare of the Jagiellonian University Medical College. In 1997, she completed post-graduate studies in Health Promotion at the Institute of Public Health of the Jagiellonian University. In 2012, she completed post-graduate studies in Economy and Public Administration at the Małopolska School of Public Administration of the Cracow University of Economics. In 2019, she completed post-graduate studies in HTA and EBM in Healthcare Management as part of the “Development of administrative and management competences for quality improvement in healthcare” project organised by the Faculty of Health Sciences of the Jagiellonian University. From the beginning of her work, she has been developing the principles of the “Healthy Cracow” Municipal Healthcare Programme, organising conferences, trainings and outdoor health-related events, including the “Cracow Health Days”. She cooperates with numerous regional and national healthcare-related institutions. She is also a representative of the City of Cracow in the Association of Healthy Polish Cities and the President of the Management Board of the Association. As part of this activity, among others, she organises meetings for member cities which address significant issues regarding healthcare and prevention. Dr. Alric Rüther is the founder of the German Agency for Health Technology Assessment (DAHTA) at the German Institute for Medical Documentation and Information (DIMDI) and headed DAHTA from 2000 to 2007. Máirin Ryan

Dr Máirín Ryan was appointed Deputy Chief Executive in September 2014. She joined HIQA as Director of Health Technology Assessment (HTA) in September 2007. Prior to this appointment, Máirín was the Chief 1 Pharmacist at the National Centre for Pharmacoeconomics and previously a senior HIV clinical pharmacist. She is an Assistant Professor in Pharmacoeconomics at Trinity College Dublin. She holds a doctorate from Trinity College Dublin as well as postgraduate qualifications in Health Economics and Clinical Pharmacy. Her research interests include: cost data generation in the Irish setting, evidence synthesis to inform health policy decision-making in Ireland, and economic evaluation of HIV interventions in the African setting. She and her team are responsible for conducting assessments of health technologies including drugs, devices, diagnostics and public health programs. In addition, the HTA Directorate at HIQA conducts evidence synthesis to support the development of National Clinical Guidelines. HIQA is now also providing evidence synthesis to support the development of national health policy by the Department of Health. Mairin served as the Chair of the Plenary Assembly of EUnetHTA from 2016 to 2018 and as the Vice-Chair from 2014 to 2015. Máirín represents Ireland on the European Commission HTA Committee and represents HIQA as a member of the Heads of HTA Agencies Group. top

Holger Schünemann

Holger is a tenured professor in the Departments of Health Research Methods, Evidence, and Impact and of Medicine at McMaster University with a part-time appointment at Humanitas University in Milan, Italy. From 2009 to 2019, he completed his two terms as Chair of Clinical Epidemiology and Biostatistics at McMaster University, widely considered the birthplace of evidence-based health care. He had trained in respiratory and exercise physiology and internal and respiratory medicine at the Medical School of Hannover and lung biology, epidemiology, internal medicine and preventive medicine/public health at the University at Buffalo (UB), State of New York. He was on faculty at UB and, from 2007 to 2009, interim Chair of Epidemiology at the National Cancer Institute in Rome, Italy. Since 2000, he helped reshaping of methodology for guideline development spanning clinical medicine to public health and contributed methodologically and practically to knowledge synthesis research, foremost through his co-leadership of the GRADE working group that he co-chairs. As author of over 800 peer-reviewed publications he is among the 500 most cited scientists globally and among the top 10 in medicine in Canada. He has been advisor and chair of many guideline expert groups for WHO, the European Commission, ministries of health, other governmental organizations and professional societies. He is director of Cochrane Canada and the McMaster GRADE center. Maintaining an active internal medicine practice fulfills his passion for patient care and ensures his research is people-oriented. top

Expert in healthcare research and market analysis; she has over 25 years of experience in this area. She has been the head of the Department of Population Health Monitoring and Analysis at the National Institute of Public Health, NIH – National Research Institute since 2024. There, together with her team she implements projects and research on, among others, population health analysis, inequalities in health, and social, behavioural and environmental determinants of health. Anna Smaga runs epidemiological and social research, as well as analyses based on integration of data from public statistics. She worked at IMS Health (now IQVIA), Sequence, and PEX PharmaSequence, where she led research and analytic teams working on healthcare market tasks, in particular medicines, while implementing hundreds of advisory and research projects. Ekspert od zarządzania w ochronie zdrowia i transformacji systemów ochrony zdrowia. Jest ekonomistą. Ukończył Uniwersytet Ekonomiczny w Poznaniu. Wdrażał koszyk świadczeń gwarantowanych i zmiany w algorytmie podziału środków z NFZ. Od 2005 do 2014 roku był posłem na Sejm RP V, VI i VII kadencji. W tym czasie pracował w sejmowych komisjach zdrowia i finansów publicznych. W latach 2012-2014 był wiceprzewodniczącym Komisji Finansów Publicznych. Przez 10 lat zajmował stanowiska kierownicze w sektorze prywatnym (w obszarze zdrowia), gdzie odpowiadał m.in. za zarządzanie projektami, zarządzanie pionem korporacyjnym, czy tworzenie strategii wejścia na rynek i strategii biznesowych. Decyzją Ministra Zdrowia, 2 lipca 2024 r., został powołany na Zastępcę Prezesa Narodowego Funduszu Zdrowia. top

Presented his research at numerous conferences, including at: Sciences Po in Paris, as well as Universities of Manchester and Canberra. Areas of specialization and interest: health policy analysis; organization of health systems; deliberative democracy and deliberative governance; health equity and theories of justice; health in all policies (HiAP) and health impact assessment (HIA); challenges of evidence-based policy-making; and analysis of public debates on health and the above-mentioned issues. In his approach he utilises deliberative democratic theory, in particular the theory of deliberative systems, and the three inputs of governance framework – analysing intersection of emotions, self-interests and expertise in policy-making.
