Edition 2024: Shaping the future of sustainable healthcare

The majority of studies and analyses indicate that issues of the contemporary healthcare systems are significant. It is particularly apparent in high-income countries which differ from systems in most of the other countries due to their rapid development. The recently published book titled “Healthcare Systems: Future Predictions for Global Care” describes the changes anticipated to take place by 2030. The analysis covers 152 countries. This and other publications indicate the emerging trends to shape the future landscape of global healthcare.

Pandemia COVID-19 pokazała jak niestabilne okazało się ogólnoświatowe bezpieczeństwo zdrowotne w konfrontacji z globalnym zagrożeniem. Systemy nie były w stanie odpowiednio szybko reagować na potrzeby ani zmieniać kształtu w celu dostosowania się do nowych warunków. Przesuwanie sił i środków do kryzysowych obszarów powodowało zapaść i zaniedbania w obszarach, z których środki były relokowane. Lekcją z pandemii jest świadomość, że mogą pojawić się nowe krajowe i globalne wyzwania zdrowotne. Wyzwanie te mogą stale ewoluować, więc mechanizmy do ich neutralizacji też muszą być elastyczne i zapewniać odpowiednią dynamikę działania. Systemy opieki zdrowotnej muszą być równoważone, by zwiększony nacisk w jednym obszarze nie wywoływał zapaści lub nowych presji w innych obszarach. Przed pandemią za największy problem wszystkich systemów ochrony zdrowia uważane były finanse i jakość opieki (także rozumiane jako brak odpowiedniej dostępności do świadczeń zdrowotnych). Dodatkowe finansowanie wydawało się lekarstwem na wszelkie niedociągnięcia systemów. W trakcie pandemii okazało się, że w przypadku przeciążenia systemu istotnym problemem jest niewydolność mechanizmów tworzenia odpowiednich procedur, brak personelu, a nawet brak dostępu do technologii medycznych. Biorąc to wszystko pod uwagę, osiągnięcie równowagi między jakością opieki a wydajnością ekonomiczną jest coraz trudniejsze. Tworzenie i utrzymywanie systemów opieki zdrowotnej jest związane z ciągłym planowaniem, wdrażaniem i ocenianiem efektywności działań w perspektywie dłuższej niż działania poszczególnych rządów. Może to być kolejną słabością, bo niespokojne czasy rodzą chęć do tworzenia rozwiązań krótkofalowych, co często skutkuje brakiem rozważania długofalowych konsekwencji tych działań. Wdrażanie i korzystanie z nowych rozwiązań systemowych czy technologicznych wymaga stabilności i czasu, aby zapewnić możliwość zmonitorowania jak najdłuższych cykli i trendów życia wdrażanych innowacji. Dlatego wyzwania dotyczące tworzenia zrównoważonego systemu opieki zdrowotnej (publicznego i prywatnego) wymagają nie tylko analizy finansowej dla kontroli kosztów i szukania oszczędności, ale też realnej oceny wartości dodanej nowych rozwiązań i rzeczywistej poprawy wydajności. Kluczem do stabilnego systemu ochrony zdrowia paradoksalnie wydaje się być jego przystosowanie do częstych zmian i możliwość rozwoju poszczególnych dziedzin bez zaburzania równowagi całości. I o tym chcemy porozmawiać w czasie najbliższego Sympozjum EBHC. top

Marcin Czech is a professor of medical and health sciences, lecturer, President of the Polish Pharmacoeconomics Society, expert in epidemiology, public health, and psychiatry.  Professor at the Warsaw University of Technology and the Institute of Mother and Child, dr. hab. n. ekon. (habilitated at the Faculty of Management at the University of Warsaw). Graduate of the MBA programme at the Warsaw University of Technology, the Study of Health Economics at the University of Warsaw, the Academy of Leadership Psychology.   He is the head of the Interdisciplinary Studies in Pharmaceutical Management, guest lecturer at the MBA SGH-WUM at the Medical University of Warsaw (WUM), where for almost 10 years he co-created the WUM Department of Pharmacoeconomics, Faculty of Management at the University of Warsaw and Lazarski University. Moreover, he is the head of the Department of Pharmacoeconomics and the head of the Hospital Infection Control Committee at the Institute of Mother and Child. Member of the Council of Experts of the Commissioner for Patients' Rights, member of the College of Public Health of the Polish Academy of Sciences. In the years 2017-2019, he was Deputy Minister of Health overseeing and co-managing the Department of Drug Policy and Pharmacy and responsible for Poland's international health cooperation. What is more, he is the author of over 300 papers and reports and 10 books on management, health economics, pharmacoeconomics, and quality of life, published in both foreign and Polish journals. Jerzy Jaroszewicz

Professor Jerzy Jaroszewicz, specialist in infectious diseases and hepatologist, is Head of the Clinical Department of Infectious Diseases and Hepatology of the Medical University of Silesia in Katowice. Moreover, he acts as President of the Polish Association for the Study of the Liver, is a member of the Polish Groups of Experts for HBV, HCV, COVID-19 and for Non-Alcoholic Fatty Liver Disease (NAFLD) and is a member of the HBV expert panel of the European Association for the Study of Liver (EASL).  He specialises in diagnosis and treatment of HAV, HBV, HCV, HEV, autoimmune, steatotic, genetic and other liver diseases (research on infectious diseases). He is also involved in the treatment of tick-borne diseases (including Lyme borreliosis), other viral, bacterial, and fungal infectious diseases and immunoprophylaxis. He graduated from the Medical University of Bialystok in 1999. He acquired his scientific skills during numerous internships abroad (Aachen, Germany and Florence, Italy) in the field of pathophysiology and liver cell culture techniques, among others. In the years 2008-2010, he carried out research under grants (DAAD, Erasmus, Deutsche Leberstiftung) at the Clinic of Gastroenterology, Hepatology and Endocrinology of the Hannover Medical School. He is the author and co-author of more than 150 publications in journals on the Philadelphia List, numerous chapters in textbooks and conference reports on primarily clinical and molecular aspects of viral hepatitis. top
Katarzyna Anna Kacperczyk
Katarzyna Anna Kacperczyk   |  Poland
Long-time government official. She has experience in international cooperation and support for economic and investment cooperation. Graduate of the University of Warsaw, Institute of International Relations and the prestigious Columbia University in New York (economics and management). She also studied at the European Institute (Legal Affairs Section) at the Saarland University in Germany and as part of the European Studies Programme – at the Warsaw School of Economics. For many years, Katarzyna Kacperczyk held prominent official and diplomatic positions at the Ministry of Foreign Affairs, including as the director of the Department of Economic Cooperation and Undersecretary of State (2013-2016) responsible for supporting the interests of the Polish economy and Polish businesses. In the years 2005-2008, she was a diplomat at the Permanent Representation of the Republic of Poland to the United Nations in New York, where she was responsible, among others, for issues regarding reforming of the Organisation. She served as advisor in the Chancellery of the Prime Minister. In 2018 she started working at the Warsaw School of Economics, where she was responsible for the development of international cooperation and supervised and led projects funded by national and EU funds. She was a lecturer at the Warsaw School of Economics, the National School of Public Administration and at the Lazarski University. In the years 2013-2015, she was a member of numerous government committees, including the Council of Ministers Committee for Digital Affairs, the Committee on Export Insurance Policy and the Investment Committee of strategic importance to the economy. She is a Centre for International Relations expert. Katarzyna Kacperczyk holds numerous awards and distinctions, including: Gold Cross of Merit (2012), Order of the Crown (Belgium) and class IV Order of Tomáš Garrigue Masaryk of the President of the Czech Republic. top

Roman Kolek

Polish local government official, physician and activist of the German minority in Poland since 2010 to 2020, Deputy Marshal of the Opolskie Voivodeship. In the years 1999-2002, he was the director of the Department of Health and Social Policy of the Marshal’s Office of the Opolskie Voivodeship. In 2002, he was transferred to the position of Deputy Director for Medical Matters of the Regional Health Fund in Opole, and then took up a similar position in the Opole branch of the National Health Fund. He was also active in his community, participating in consultations regarding changes in the state health policy and the antibiotic therapy rationalisation programme. He was politically involved in the activity of the German minority in Poland within the Social and Cultural Association of Germans of Opole Silesia. In 2017, together with other German Minority members, he co-founded the “Regionalna. Mniejszość z Większością” (Regional. Minority with the Majority) party; in 2018 he became its deputy chairman. He taught classes at physician courses, as well as classes at the Pharmacoeconomics, Marketing and Pharmaceutical Law College at the Warsaw University of Technology. Roman Jacek Kolek has published scientific papers in the field of public health and health care finance, cost analyses of expenditure on health services provided to the insured, as well as lectures for physicians as part of training sessions and courses in public health and health insurance. He co-organised numerous conferences in the field of health policy and financing of health services, including the British-Polish Healthcare Forum, Polish-Ukrainian Healthcare Forum and the Polish-German Health Forum. He authored and co-authored numerous publications in the field of public health and financing of health services. In 2020, during the pandemic, he resigned from the position of Deputy Marshal of the Opolskie Voivodeship, returned to the profession of an anesthesiologist, currently he is the Deputy Director of the Provincial Hospital for healthcare, he is the Quality Representative. top
Konrad Korbiński

Konrad Korbiński is an advocate with many years of experience in the field of health care. He specialises in legal aspects of the organisation of the healthcare system, medical devices and processes of implementing innovative technologies to the healthcare system. For years, he has been providing legal, advisory, and expert services related to, among others, the pharmaceutical industry, medical devices, and healthcare entities. He was the head of the Political Cabinet of Minister Bartosz Arłukowicz and, in the years 2009-2011, he worked as an advisor to the Chancellery of the Prime Minister and later, as the head of the Political Cabinet of the Minister of Health participating in the legal amendments to the Act of Medical Activity and the Act on Reimbursement. top
Brygida Kwiatkowska

Professor Brygida Kwiatkowska is a rheumatologist; she was acting Clinical Affairs Director of the National Geriatrics, Rheumatology and Rehabilitation Institute (NIGRiR) in Warsaw since February 2013 and Deputy Clinical Affairs Director since 2018. In 2009, Prof. Kwiatkowska became acting Head of the Department of Early Arthritis Diagnosis of the Rheumatology Institute. She has been the Head of the Clinic of Early Arthritis as an Associate Professor in 2012. Moreover, she has been a member of the Scientific Council of the Rheumatology Institute for 14 years. In the years 2015-2017, she was the President of the NIGRiR Scientific Council. President of the National Rheumatology Council, she worked as the President of the Warsaw Division of the Polish Society for Rheumatology for 7 years; currently she is the Deputy President. Professor Brygida Kwiatkowska has been the National Consultant in the field of rheumatology since May 2021. She is also the President of the Polish Society of Autoimmune Diseases. Her research interests include diagnostics and treatment of rheumatic diseases. She conducts her work multidirectionally, by expanding the knowledge from other fields of medicine related to rheumatic diseases. Prof. Kwiatkowska promotes the use of new diagnostic techniques for diagnosing rheumatic diseases; she introduces state-of-the-art therapeutic methods. Her scientific contribution includes 52 publications. She is the lead author of most of them, meaning she is the key person responsible for the subject concept, processing of the results and preparation for print. top

MSc in management with 20 years of experience in financial management and in shaping and implementing entities' financial strategies. As an expert on European Funds, Edyta Masłowska-Parafian has been involved in public administration, as well as acquisition, disbursement, and settlement of EU projects since 2004. She played a key role in setting up the management and financing system for projects implemented under European Funds in the Ministry of Regional Development. She was also involved in the control of projects co-financed by the European Social Fund implemented by non-governmental institutions, entrepreneurs, as well as local government units or Offices. Moreover, she worked at the Ministry of Labour and Social Policy, where she carried out over 200 on-site project inspections. Former Head of Selection and Monitoring Department of systemic projects implemented under the Human Capital Operational Programme, where she supervised the work related to acquisition, monitoring and settlement of projects implemented under the HCOP. She held the position of the Head of the Forecasting, Analysis and Monitoring Department at the Educational Research Institute which is tasked with the acquisition and implementation of projects co-financed by the EU Funds. What is more, she conducts specialised training courses on the acquisition of EU Funds as well as the management and control system for EU-funded projects, the use and settlement of EU Funds, including the system of financial flows and certification, the monitoring and reporting system, eligibility of expenditure, settlement of EU Funds. Author or co-author of a number of publications on the management and financing of EU Fund initiatives, as well as a number of procedures, management and control systems for those involved in the EU Funds implementation system. top

Moreover, she is the Co-founder and President of the Presidium of the Partnership for the Prevention and Treatment of Obesity, initiator and co-author of the strategic assumptions of the national plan for reducing obesity in Poland. Elena Petelos is a Senior Research Fellow in Public Health and a Lecturer in Evidence-Based Medicine and Evidence-Informed Policy at the University of Crete (Greece) and at Maastricht University (The Netherlands). She also teaches at Charité-Universitätsmedizin Berlin (Germany) and is Adjunct Faculty at the newly founded University of West Attica (Greece). She has a background in medicine and biology, specialising in molecular oncology, and re-training mid-career in health economics and policy, continuing with a Fellowship in Governance and Economics of Development Technology and Innovation at the United Nations University - Maastricht Economic and Social Research Institute on Innovation and Technology. She currently also serves as the Vice President of the Health Technology Assessment section, a Member of the Steering Committee of the Law and Public Health Section, a Member of the Infectious Disease Control section, and the Chair of the Gender Equality Working Group (SDG5 WG) at the European Public Health Association. She is the Co-Chair for Real-World Evidence and Artificial Intelligence at HTAi, a Member of the Healthcare Professional’s Working Party of the European Medicines Agency (EMA) and a Member of the Advisory Forum of the Health Emergency Preparedness and Response (HERA) of the European Commission. She is a Member of the Advisory Board of the European Forum for Primary Care leading the Vaccines WG and representing it in the European Network of Centres for Pharmacoepidemiology and Pharmacovigilance (ENCePP). She also serves in ENCEPP’s WG2 on Transparency and Independent Research. Her research, policy and advocacy work focuses on international collaboration, including regulatory frameworks and legislative frameworks, to improve global health and towards achieving digital equity and reaching UHC, with special emphasis on real-world evidence, benefit/risk communication, new technologies, and artificial intelligence. She is also a member of the Royal Netherlands Society of International Law (KNVIR) and of the International Law Association (ILA). top

She has been working at the Cracow City Hall for 20 years, since 1999. She graduated from the Nursing Institute at the Faculty of Healthcare of the Jagiellonian University Medical College. In 1997, she completed post-graduate studies in Health Promotion at the Institute of Public Health of the Jagiellonian University. In 2012, she completed post-graduate studies in Economy and Public Administration at the Małopolska School of Public Administration of the Cracow University of Economics. In 2019, she completed post-graduate studies in HTA and EBM in Healthcare Management as part of the “Development of administrative and management competences for quality improvement in healthcare” project organised by the Faculty of Health Sciences of the Jagiellonian University. From the beginning of her work, she has been developing the principles of the “Healthy Cracow” Municipal Healthcare Programme, organising conferences, trainings and outdoor health-related events, including the “Cracow Health Days”. She cooperates with numerous regional and national healthcare-related institutions. She is also a representative of the City of Cracow in the Association of Healthy Polish Cities and the President of the Management Board of the Association. As part of this activity, among others, she organises meetings for member cities which address significant issues regarding healthcare and prevention. Sociologist – HTA expert – with more than 20 years of professional experience in public and private institutions related to health technology assessment (HTA/EBM), total quality management (TQM), clinical indicators, quality of life assessment, health insurance, and clinical research. He has held management positions in the CEESTAHC Association, WHC and Medicea Foundations, clinical research centres and numerous companies involved in broadly defined quality, ancillary insurance, and HTA. He currently holds the position of Director at the AOTMiT’s Branch Office in Cracow. He was the initiator and organiser of the International EBHC Symposium (2004-11) of the CEESTAHC Association, and of the conference series entitled “Innovations in Medicine” of the WHC Foundation. Jacek Siwiec is a manager, organiser, coach in trainings and several hundred training programmes in the field of EBM/EBHC/HTA/GCP, and an academic lecturer – at i.a. postgraduate studies in HTA at Institute of Public Health at Jagiellonian University Medical College (PRO-QUO HEALTH, HB-HTA).
